Description
As part of the Global Consumer Information Security Program Management Office (GC IS PMO), the Information Security Project Manager (IS PM) will lead the risk-managed delivery of IS projects primarily within the Cyber Financial Crimes program. The IS PM will successfully drive the effective and efficient delivery of projects and services that are aligned with global strategy in order to satisfy regulatory and compliance commitments as well as mitigate risk for Citigroup customers.

Key Responsibilities
  • Accountable for successful planning, on-time delivery, and full risk management of IS projects including those that comprise the Cyber Financial Crimes program and global remediation activities. 
  • Leadership skills that include:  Strong problem-solving, decision-making skills, influencing skills, solid written and oral communication skills, knowledge and application of industry acceptable project management principles, Understanding of System Development Life Cycle methodology and knowledge of the business and/or technology functions that will be supported   
  • Ability to manage multiple projects at a given time, depending upon complexity.  Includes moderate to high degree of complexity related to new technologies / methodologies, multiple lines of business or offshore delivery management.
  • Timely, accurate and concise communications to senior Citi stakeholders that include the status, issues and emerging risks that may impact meeting project objectives.  
  • Determine and justify all financial / human resources and infrastructure / application capacity required to successfully deliver these projects.   This includes coordination with cross-functional Resource and Service Managers to assure the effective and efficient allocation of resources / capacity and forecasting imbalances that may disrupt delivery.
  • Identification and escalation of delivery risks and issues in all programs, projects and services with accountability for GC IS delivery risk/issue register and assurance that risks/issues are appropriately managed throughout their lifecycles. 
  • May lead comprehensive impact assessments of all policy and process changes including operational, financial and compliance impacts.
  • Improves the level and consistency of program and project controls including actual performance against critical success factors.
  • Facilitates root cause analyses and identifies corrective action plans to solve various business and process issues in order to achieve project/ program objectives.
  • Builds relationships with key cross-functional stakeholders that result in transparent management of expectations.
  • Responsible for all technology components of diverse, moderately complex information security technology projects  
  • Utilizes expertise and leadership skills to direct project teams and to resolve issues to ensure project goals and requirements are completed on time.
  • Develops and manages detailed work plans, schedules, project estimates, resource plans and status reports, risks and issues plans.
  • Understands financial concepts that apply to project management, including project budget and planning
  • Manages projects across a complex organizational structures.
  • Contributes to formulation of strategies for IT project leadership and other functional areas.

Qualifications
  • Bachelor’s degree in business preferred or a related quantitative discipline, or equivalent work experience. MBA desirable.
  • Project Management certifications – PMP / Agile PMP or PMMI Certification ( Level 2 or 3)
  • Information Security certification or the commitment to attain certification within one year desirable.
  • 10+ years experience and demonstrated track record of success in managing complex projects and programs, consulting or a related results-delivery function leading large initiatives through their full project lifecycle with smooth transition to production environment.
  • Capable of high level of thought leadership.
  • Ability to construct and manage complex interrelated activities in a Microsoft Project plan or another Project oriented tool with a focus on identifying and managing the critical path.
  • Experience in creating and presenting concise senior level communications as well as the ability to listen effectively and interpret results accurately.
  • Ability to work independently under pressure and adjust to changing focus and priorities. Must be able to successfully execute with multiple, competing priorities without significant guidance.
  • Ability to define and establish flexible and effective program governance structures according to the objectives and constraints of the program.
  • Experience in cost-benefit analysis and writing business cases and justifications.    
  • Good understanding of consumer banking products, business operations and how Information Security can support GCB strategy and the specific objectives of Cyber Financial Crimes program.
  • Outstanding analytical abilities and a disciplined methodical approach to problem-solving.
  • Excellent influencing, facilitation, diplomacy and partnering skills with ability to motivate and inspire people especially those who are outside of GC IS.
  • Ability to anticipate delivery risks and remediate through sound risk management.
