Parsons is seeking a highly-motivated and extremely knowledgeable Cyber Security Expert to serve as CyberSpace Strategist/Technical Advisor in support of a dynamic Cyber Research and Development Mission. The CyberSpace Strategist will be instrumental in the planning, development, and execution, of a Portfolio of highly-visible R&D Projects; ensuring strategic alignment to US, DoD and Department of the Army Policy and Directives pertaining to CyberSpace Operations across the Federal and DoD Cyber Security Domains and that of joint Mission Partners.
 
The ideal candidate is able to combine applied research with the unique talents, operational experience, research capabilities, and vast knowledge base of Cyber Threats to help solve some of the most challenging cyber security challenges of the day, as well as develop new tools and methods to address cyber security limitations and critical gap areas.
 

Position Description: 
  • Provide project management and technical support to ARL Cybersecurity Defense Service Provider (CDSP) and associated customers, including sites on the Non-Classified Internet Protocol Router Network (NIPRNET), Defense Research and Engineering Network (DREN) and other DoD Networks.
  • Technical understanding of operating a Cybersecurity Defense Service Provider and executing services, including but not limited to vulnerability assessment support, anti-virus and anti-spyware support, Information Operations Condition (INFOCON) implementation, Information Assurance Vulnerability Management (IAVM) support, network security monitoring and intrusion detection, attack sensing and warning, situational awareness, host based security, incident reporting, response, and analysis, and computer network defense (CND) training  at the highest accreditation level.
  • Understanding of applying security to research and engineering wide area networks, namely Defense Research and Engineering Network (DREN) and Secret DREN (SDREN), in an effort to support the test and evaluation (T&E) communities residing on the networks, as well as support for operational enterprise networks, specifically Non-classified Internet Protocol (NIPRNet) and Secret Internet Protocol Router Network (SIPRNet).
  • Support the long range planning, investment, and development of Cyber Security capabilities to address Cybersecurity Operations for Department of Army, DoD/Joint Services, and Federal Cyber Communities.
  • Provide broad technical and operational expertise across the Cyberspace Operations, Telecommunications, Intelligence, and Joint Warfighting domains
  • Develop/refine strategic plans and technology roadmaps; and support engagement and coordination and mission requirements with stakeholders.
  • Advise on the integration of supporting functions of cyberspace doctrine and policy, and Department of Defense enterprise architecture programs, systems engineering and acquisition
  • Serve as the ARL CNDSP Program focal point for cross-portfolio support and integration
  • Conduct research and identify technologies to address capability gaps for emerging cyber threats, attack methods and evolving Tactics, Techniques, and Procedures (TTPs).
  • In coordination with Cyber Mission Partners, develop strategy for capability transition criteria from R&D to the appropriate S&T Communities.
  • Liaise with Integrated Product Teams, Technical Architecture Team, and Mission Partners on the development of new systems, applications, and solutions for addressing Cyber Capabilities Gaps in the Cyber Space Domain.
  • Advise the Director on the evolvement of Cyber Strategies, Policies, and Directives origination from the Tier-I level organizations (ODNI, OSD, USSTRATCOM, and CYBERCOM).
  • Respond to Requests for Information (RFI) and Requests for Proposals (RFP), soliciting input and funding required to address Cyber Mission Areas/Capability Needs and support strategy, implementation plan, and work shaping.
  • Provide Program Outreach, represent Army Research Laboratory (ARL) Computer Network Defense – Service Provide (CNDSP) Program Mission, and present/brief in the larger Cyber Communities of Interest and Cyber Initiatives.
Qualifications:
  • Bachelor’s Degree in Engineering, Computer Science, or other related technical discipline preferred
  • Eighteen (18) years of hands-on experience with task specific project, to include three (3) of the following four (4) areas: Systems Requirements, Operational Requirements, Test & Evaluation, and Training.  Recognized expert who has demonstrated industry and public service leadership in relevant technical field.
  • Understanding of DoD-level policy, such as DoDI 8500.01 – Cybersecurity and DoD I 8510.01 – Risk Management Framework (RMF) for DoD IT, DoDM 8570.1 – DoD IA Workforce Improvement Program, and CJCSM 6510 and DoD 8500 series.
  • Familiarity with DoD-level cyber programs and initiatives, such as the Joint Information Environment (JIE)/ Joint Regional Security Stack (JRSS), Global Information Grid (GIG), Risk Management Framework (RMF), DoD Scorecard Automation, Information Security Continuous Monitoring (ISCM), Big Data Analytics, Insider Threat, and Evaluator’s Scoring Metrics (ESM),
  • A strong understanding of USCYBERCOM operational concepts including Cyber Protection Teams, Defensive Cyberspace Operations, and Offensive Cyberspace Operations are required
  • Excellent verbal, interpersonal and written communication skills.
  • Strong analytical, problem-solving and decision making capabilities.
  • Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM) preferred
