Overview
Raytheon Blackbird Technologies is looking for an individual who will join the Procurement team of a major nationwide organization, with thousands of sites, to continually improve its security posture on a nationwide network. A Cybersecurity Procurement Specialist is needed to support the customer team. The ideal candidate for this job will be an experienced cybersecurity procurement professional who is goal-oriented and strives to exceed expectations.

This position can be a Salary Grade G08 or G09 based on the candidate’s qualifications as they relate to the skills and experience required for the position.


Responsibilities will include the following:
As a member of a small contractor team in Raleigh, NC, support the Customer’s Supplier Management team in acquisition planning, market research, and acquisition package development with the goal of procuring the most effective, suitable, and cost-effective cybersecurity technologies (software, hardware, and professional services) available to secure the Customer’s enterprise.

Required Skills and Qualifications:
  • Must be eligible to obtain a sensitive clearance – Position of Public Trust – and may be required to obtain a higher security clearance
  • 4+ years related work experience and a Bachelor's Degree
  • General knowledge of Supply Chain processes
  • Experience preparing, reviewing, and updating acquisition/pre-award Documentation:
    • Solicitation documentation for competitive procurements including Requests for Information (RFIs), Requests for Quotes (RFQs), and Requests for Proposals (RFPs)
    • Sole-source / Non-Competitive Purchase Requests (NPRs)
    • Compiling and analyzing data to perform price/cost analysis and develop cost and Total Cost of Ownership (TCO) estimates
    • Statements of Objective (SOO), Statements of Work (SOW), Purchase Plans and related documents
    • Contract type and procurement approach recommendations
    • Ensuring that requirements are properly communicated to suppliers in bid and proposal documentation
  • Market Surveys and Market Research:
    • Performing technical research and preparing reports and recommendations utilizing resources such as Gartner and Forrester reports to identify optimal candidate technology solutions
    • Performing financial research and preparing recommendations utilizing resources such as Equifax and Dun and Bradstreet reports
  • Drafting supplier performance assessments
  • Experience in efficient time management to prioritize tasks and support multiple projects concurrently
  • Ability to work independently with minimal supervision
  • Excellent communication and writing skills and the ability to author acquisition/pre-award documentation related to each phase of the procurement process
  • Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing
  • Demonstrated ability to quickly assimilate new information, processes and tools.
  • High proficiency in the use of standard Microsoft Office tools
Desired skills and experience:
  • While experience in all of the following areas is not mandatory, the ideal candidate will have a minimum of 4 years of experience and skills in most of the areas below:
  • Broad general knowledge of cybersecurity technical architecture, tools and solutions
  • Identifying, determining, and documenting technical requirements and objectives
  • Preparing documentation to support source selection including evaluation matrices containing evaluation criteria, criteria weighting, and scoring
  • Reviewing, updating, and providing technical information for procurement related documentation
  • Additional desired skills and experience
  • Performing supplier risk analysis
  • Source selection for cybersecurity capabilities and services using techniques such as best value, Total Cost of Ownership, Market Research, customer value added resellers, etc.
Required Education:
Bachelor’s Degree with a major in one of the following fields: Business Administration, Supply Chain Management, Contract Administration, Purchasing, or a related field and 4 years’ experience as a contract specialist in a government agency or commercial enterprise. Additional coursework and/or experience in Cybersecurity, Computer Science / Computer Engineering, Engineering, Science or a related field preferred. Two years of related work experience may be substituted for each year of degree-level education. 

Desired Certifications: Security+, CISSP, or other DoD-8570 relevant certification
