Advisory Team on Cyber Protection
USAID Participant Training Program in Ukraine

World Learning seeks three (3) international consultants for a Cyber Security team (a Donor Coordinator, Communications Specialist, and Cyber Security Operations Expert) to provide technical support to the State Service for Special Communication and Information Protection (SSSCIP) and the State Center for Cyber Protection and Counteraction to Cyber Threats (SCCPCCT). The assignment will require multiple visits to Kyiv, Ukraine over a 5-month part-time consultancy period, and the consultants will work under a USAID-funded technical assistance project. The objective of this consultancy is to strengthen the capacity of SSSCIP and SCCPCCT to coordinate cooperation between government agencies involved in cybersecurity and outreach to the public on cyber protection best practices. The consultants will assist in formulating procedures and protocols of cooperation and strengthening public relations efforts.

Cyber Security Operations Expert
  • Develop a framework for communication between cyber protection dedicated state bodies;
  • Provide expertise on compliance of Ukrainian Cyber Security measures to international best practices;
  • Provide assistance in coordinating international partners on a Cyber Security program with SCCPCCT.
Donor Coordinator
  • Provide advice to the Head of State Center for Cyber Protection and Counteraction to Cyber Threats (SCCPCCT) on cooperation with international or local donors;
  • Provide support to coordinate donor assistance;
  • Provide assistance in developing projects with international donors.

Communications Specialist
  • Provide assistance to undertake a baseline assessment of the current communication channels among government agencies including private business for SSSCIP and SCCPCCT;
  • Develop a Public Relations strategy for SSSCIP and SCCPCCT;
  • Assess the state of public private cooperation in cyber security.

  • Advanced degree in law, public administration, or international relations of national security related field with at least ten years working experience in IT security or cyber security;
  • Proven experience of at least ten years in directing a department or center in state security office at the U.S. state or large city (>1,000,000 population) level;
  • Demonstrated competence in providing technical assistance in key areas of national security;
  • Strong interpersonal skills, preferably with experience and an ability to work across disciplines and in diverse locations; • Public relations management and creation skills are required;
  • Demonstrated skills in producing written documents and analytical materials in English;
  • English – fluent; Ukrainian and/or Russian – any level desirable but not required;
  • Proficiency in computing skills in standard software systems, such as Microsoft Word, Excel, and PowerPoint.
